Fracking, Energy Transition, and Regional Development: Colombia’s Debate Over Its Energy Future

The debate over fracking captures a broader tension that will shape Colombia’s economic future, the finances of the state, and the prospects of regions that have long depended on extractive industries.

The presidential election has ushered in a new chapter for Colombia, but it has also brought one of the country's most difficult long-term questions into sharper focus: how to ensure energy security while moving toward a lower-emissions economy.

The discussion surrounding fracking and the future of oil and gas exploration extends far beyond energy policy. It touches on economic growth, environmental sustainability, employment, regional investment, and fiscal stability. Decisions made by the new administration will affect not only the country's energy supply, but also public finances and the development of regions that have relied on extractive activity for decades.

At the heart of the debate lies a difficult trade-off. Some sectors argue that Colombia must preserve and even expand oil and gas exploration to prevent declining reserves and protect one of the country's most important sources of revenue. Others contend that Colombia should accelerate its energy transition and gradually reduce its dependence on fossil fuels.

What Is Fracking and How Does It Work?

Fracking, or hydraulic fracturing, is a technique used to extract oil and natural gas trapped in low-permeability rock formations, primarily shale.

The process involves drilling vertical and horizontal wells before injecting large volumes of water, sand, and chemical additives at high pressure to create fractures in the rock, allowing hydrocarbons to flow to the surface. Over the past two decades, this technology has fundamentally reshaped the U.S. energy landscape, driving a significant increase in domestic oil and gas production.

From an engineering perspective, well design and construction are widely regarded as critical factors in minimizing the risks associated with hydraulic fracturing. Laila Salama, Commercial Manager at AB Proyectos S.A., a hydrocarbon engineering company, argues that operational safety depends not only on the fracturing process itself, but on how wells are designed, built, and monitored throughout their entire lifecycle.

"A properly designed well incorporates multiple protective barriers, including steel casing and high-quality cementing that isolate the fractured formations from the aquifers used for drinking water," Salama said. She added that these projects also involve integrity testing before, during, and after operations, as well as continuous monitoring systems designed to verify well performance and identify potential anomalies at an early stage.

According to Salama, engineering cannot eliminate risk entirely, but it can identify, manage, and reduce it through sound design, advanced technology, continuous monitoring, and strict compliance with international standards and applicable regulations. In her view, engineering quality and rigorous oversight are essential to ensuring operational safety while protecting the environment.

In Colombia, the National Hydrocarbons Agency has identified significant unconventional resource potential in regions such as the Magdalena Medio. However, the country has never moved forward with commercial fracking projects. Pilot initiatives proposed in previous years were ultimately suspended amid legal, environmental, and social debates.

With the presidential election now settled, Colombia faces a broader decision about the role hydrocarbons should play over the coming decades. The debate extends well beyond whether to authorize or prohibit hydraulic fracturing. It also raises fundamental questions about how long the country should rely on oil and natural gas, how the energy transition will be financed, and what economic alternatives will be available for regions whose development has long depended on the extractive sector.

Former energy ministers Amylkar Acosta and Tomás González argue that expanding exploration would help sustain domestic production and reduce the risk of future supply shortages. Others, including Manuel Rodríguez Becerra and Tatiana Roa Avendaño, contend that pursuing new oil and gas developments could slow the transition toward a cleaner energy mix and make it more difficult for Colombia to meet its climate commitments.

The Economic Case for More Exploration

Supporters of continued exploration argue that Colombia is facing a gradual decline in oil and gas reserves.

The hydrocarbon industry remains one of the country's main sources of foreign exchange and a key destination for foreign investment. Royalties generated by the sector also finance infrastructure projects, education, water systems, and local development initiatives across many municipalities.

From this perspective, a rapid decline in exploration could force Colombia to increase gas imports, raise energy costs, and reduce government revenues.

Employment is another concern. Thousands of direct and indirect jobs depend on the oil and gas value chain, particularly in departments such as Meta, Casanare, Santander, and Arauca.

What Is at Stake for the Regions

The consequences of this debate are felt most acutely in producing regions. Departments such as Meta, Casanare, Santander, and Arauca have built a significant part of their economies around the hydrocarbon industry. Oil activity has supported employment, stimulated local businesses, and provided royalty revenues for public investment.

An expansion of production could increase those benefits. At the same time, concerns remain over environmental protection, water availability, and social tensions linked to resource extraction.

The challenge is to prevent regional economies from becoming overly dependent on an industry that, by nature, has a limited lifespan and remains vulnerable to fluctuations in global markets.

Lessons From Abroad

International experience shows that there is no single model for addressing this debate. The United States embraced fracking as a way to strengthen energy security and expand domestic production. Guyana, although it does not rely on unconventional resources extracted through fracking, has emerged as one of the world's most visible examples of rapid oil expansion and now faces the challenge of translating those revenues into long-term development.

Meanwhile, several European countries have restricted or banned fracking because of environmental concerns and opposition from local communities.

Panama, for its part, has pursued an energy matrix with a stronger emphasis on renewable sources and less reliance on hydrocarbons.

The debate over fracking cannot be reduced to a choice between economic growth and environmental protection.

The central question is how Colombia can guarantee energy security while building an orderly transition toward cleaner and more sustainable sources of energy.

The decisions made in the coming years will shape the country's ability to maintain fiscal revenues, meet growing energy demand, and create new opportunities for regional development.

Ultimately, the discussion surrounding hydrocarbons reflects a broader challenge: finding a balance between present-day needs and the economic, environmental, and social pressures that will define Colombia's development in the decades ahead.
